Stormwater network risk management plans
Water service providers must develop and implement stormwater network risk management plans under the Local Government (Water Services) Act.
A stormwater network risk management plan identifies critical stormwater infrastructure, as well as risks and hazards to a stormwater network and how they will be managed.
Stormwater network risk management plans must be adopted within three years of the commencement of the Local Government (Water Services) Act 2025. The water service provider must consult a range of stakeholders, including the Authority, on the draft plan, as well as reviewing it at least once every 10 years.
We are considering how these plans should relate to wastewater network risk management plans to address joint risks such as overflows (which are often caused by stormwater coming into the wastewater network during rain events).
The full list of matters that need to be covered in a stormwater network risk management plan is set out in section 167 of the Local Government (Water Services) Act 2025. These include:
- providing a map of the stormwater network
- identifying all critical infrastructure in the service area
- identifying all hazards that could affect critical infrastructure and how these will be managed
- specifying any stormwater bylaws that must be complied with.
